I disagree with the security argument. Inability to enforce an internet ban on a region should not be a reason to deprive people of internet, as you've beautifully narrated. Besides, disabling the internet isn't a goal in itself but a tool for controlling difficult situations.
But this is seriously good, and the BharatNet service data visualisation is excellent!
